Thomas Cox, President   

Mr. Cox is a site development specialist  with more than thirty-eight years of experience in the heavy construction/real estate development industry for numerous major projects throughout the western United States. Throughout his career, Mr. Cox has served in capacities ranging from On-site Supervision, Estimator/Construction Manager to President for organizations doing major work in both public and private sectors.  These public works have included involvement with freeway construction, major flood control projects, major landslide repairs and major street improvements for Caltrans, U.S. Army Corps of Engineers, the Ports of Los Angeles, Long Beach and San Diego as well as numerous counties throughout the region. Mr. Cox's involvement in the private sector included many major site development projects throughout California both residential and commercial. As Director, Land Development at Shea Homes, he was responsible for all phases of site improvements throughout Southern California.

  • 12 years with Cox & Associates, consulting for developers, land owners, contract attorneys, and general engineer contractors
  • Contracting and managing subcontractors and consultants in all aspects of site development, as required by civil, geotechnical engineers, landscape architects and utility consultant specifications
  • Directed projects exceeding 200 million cubic yards of earth, including approximately 25 million cubic yards of rock excavation
  • Evaluate feasibility of existing pro formas prior to land acquisition
  • Create and manage site development budgets through project completion
  • 18 years experience as expert witness in contractual litigation
  • Negotiated agreement, administered contracts, and managed construction of the first major Mello Roos assessment district in Los Angeles County
